on the 22nd instant
to the Address to
the position of Unofficial Members of the
Legislative Council is legally a libel, I do not hesitate to express my
extreme regret
that
I should have done
so.
Instructions to his Excellency
the present Governor has removed
that impression. These instructions differ
materially from those given to the Governor of Hong
Kong in
July 1885.
